Schemes of Tamilnadu Government

Tamil Nadu state is the second largest contributor to the Indian GDP and the second most industrialized state in India. Good infrastructure backed by easy availability of skilled or unskilled manpower makes it an ideal State for setting up manufacturing units or service units. In order to attract Foreign Direct Investment and boost domestic investment in businesses, Tamil Nadu government has announced various subsidies and schemes.

  1. Capital Subsidy:-

All Micro Manufacturing units or Micro SSI units that are setup anywhere in the state of Tamil Nadu and investing in capital assets (plant and machinery) are eligible to receive a capital subsidy of 15% on eligible plant and machinery, subject to a maximum of Rs.30 lakhs. Micro manufacturing units are those manufacturing units having less than Rs.25 lakhs of investment in plant and machinery. In 251 blocks notified as backward areas and industrial estates promoted by the Government and Government Agencies like SIPCOT, SIDCO, etc., (excluding industrial estates located within the radius of 50 Kms from Chennai city centre) the capital subsidy will be available for all SSI Units, Micro, Small and Medium.

Further, an additional capital subsidy of 5%, subject to a maximum of Rs.2 lakhs will be given to enterprises set up by Women, SC / ST, Physically disabled and Transgender entrepreneurs. An additional capital subsidy of 25% is also available on the value of plant and machinery installed to promote cleaner and environment friendly technologies, subject to a maximum of Rs.3 lakhs and certification by Tamil Nadu Pollution Control Board that the equipments installed serve such a purpose. Employment Intensive Business Subsidy For those units setup in Backward Blocks of industrial estates promoted by the Government, an additional capital subsidy of 5% subject to a maximum of Rs.5 lakhs will be granted if at least 25 workers have been employed for a minimum period of 3 years within the first five years from the date of commencement of production. The evidence for the employment of workers would be the related statutory returns such as the returns filed under the Employees Provident Fund Act, etc.,

  1. Agriculture Subsidy:-

Capital subsidy and Employment Intensive Business subsidy are available for those setting up an agricultural business in all 385 blocks in Tamil Nadu state.

Amma Seeds’ scheme:-  is aimed to  provide quality seeds. Certified ‘Amma Seeds’ would be available through ‘Amma Service Centres’ across the state. The motive of the scheme was to encourage farmers to use certified seeds. The Tamil Nadu State Seeds Development Agency will act as the nodal body to coordinate seed farms, production units and the farmers.

  1. Soil and Water Conservation in the catchments of River Valley Project.-

25% on cost of works in Patta Land is provided as subsidy and remaining 75% is treated as loan. The loan amount with interest is recovered in ten equal instalments after a moratorium of two years.

  1. Agricultural Mechanisation Programme:-

25% of the cost of machinery / implements or the ceiling limit prescribed by Government of India for each machinery / implement, whichever is less. This is applicable to farmers for procuring Agricultural Machinery and implements such as Tractors, Power Tillers, Self propelled Paddy Transplanters,Self propelled paddy reapers, Rotavator, Cultivator, Disc Plough, Chisel Plough etc.

  1. Command Area Development and Water Management Programme:-

The expenditure incurred under Command Area Development and Water Management Programme is shared between Centre and State with full grant. A minimum of 10% contribution by the beneficiaries for certain work component is mandatory. Further, Rs. 540/- per ha. subsidy is provided for registered Farmers Council and Rs.60/- per ha. is collected from the farmers council as their contribution.

  1. Training Programme to Farmers in handling and maintenance of Agricultural machinery:-Refresher training programmes on handling and maintenance of newly developed agricultural machinery to farmers and rural youth are conducted.
  2. Rain Water Harvesting and Runoff Management Programme:-

Percolation ponds Major, medium and minor check dams Farm Ponds Rejuvenation of unused wells Village tanks / Ooranies. Benefits offered (Subsidy) : 100% grant is provided on cost of works taken up in community lands. However, the beneficiaries are required to contribute 10% of the cost of works (it is 5% in case of SC/ST) in cash which will be deposited in the name of the Village Development Association / Watershed Association for future maintenance of the assets created. 90% subsidy is provided on cost of works in patta lands and the remaining 10% is collected as beneficiary share.(it is 5% in case of SC/ST) in the form of cash / labour /material.

  1. Soil and Water Conservation under Hill Area Development Programme:-

100% grant is provided for Soil Conservation measures. However, beneficiaries are required to contribute at the rate of 10% for individual works and 5% for community works. It is 5% in case of SC/ST, for individual works. This contribution shall be deposited in the Watershed Development fund. The landslide treatment measures are executed with 100 % grant. This scheme covers,Bench Terracing Drainage line treatment works Water Harvesting Structures. Collection Wells Terrace support works Stream training works Silt detention tanks and Landslide treatment works.

  1. Replacement of old Pumpsets with new Pumpsets.:-

Replacement of old, inefficient electrical pumpsets with new BIS pumpsets and Renewal of Electrical accessories with subsidy of 50% of cost or upto 6000 per set.

  1. World Bank aided Tamil Nadu Irrigated Agriculture Modernization and Water bodies Restoration and Management (TN IAMWARM) Project:-

Installation of Drip and Sprinkler Irrigation systems. Underground PVC Pipe laying and community Bore wells Farm mechanization Construction of Farm ponds Construction of Water Harvesting Structures such as Check dams & Percolation Ponds are proposed to be taken up in the above sub basins. Information,Education, Communication and Capacity Building.

  1. Minor Irrigation Scheme:-

Selection of sites for construction of openwell and Borewells.Construction of tubewells in alluvial soil.Revitalisation of wells by side boring and blasting in hard rock areas.Construction of Borewells in hard rock areas.

  1. National Agriculture Development Programme (NADP):-

50% subsidy assistance is provided to farmers for purchasing (Subsidy) newly developed agricultural machinery/ implements such as mini combine harvester, multi crop thrasher, paddy transplanter , post hole digger etc., and 25% subsidy assistance or the ceiling limit prescribed by the Government of India whichever is less, is provided to farmers for purchasing conventional machinery / implements such as power tiller, rotavator, cultivator, offset disc harrow, disc plough etc.,The dry land development works are taken up with 90% grant and 10% farmers’ contribution.

New Entrepreneur Enterprise Development Schemes [NEEDS] Scheme

The NEEDS scheme has been announced by the Government to assist the educated youth of Tamil Nadu to become first generation entrepreneurs. Educated youth with any Degree, Diploma, ITI/Vocational Training from a recognized institution and in the age group of 21-35 years under General Category and 21 to 45 years under Special Category aspiring to become entrepreneurs would be eligible for assistance under this scheme. The project cost shall not exceed Rs.1.00 crore. Capital subsidy of 25% of the project cost upto a maximum of Rs.25.00 lakhs will be provided by the State Government.

Interest Subsidy Scheme [Interest Subvention Scheme]:-

All term loans sanctioned from 03.09.2012 by Tamil Nadu Industrial Investment Corporation Limited [TIIC] for SSI units or Micro, Small and Medium Enterprises both manufacturing and service sectors, under various types of schemes like General Term Loan, Term Loan for Windmill, Working Capital Term Loan, Open Term Loan, etc. are eligible for the 3% interest subsidy. Individual beneficiary can avail maximum interest subvention of Rs.30.00 lakhs under this scheme irrespective of the number of loans.

MahilaUdyam Scheme:- 

It aims to provide soft loan assistance to women entrepreneurs to set up business or industrial entity in small scale sector as well as undertaking service activities those are eligible to get assistance under SIDBI’s refinance scheme.Soft loan up to 25% of the project cost with amount limit of Rs 2.5 lakh per project and up to 10 lakh for new businesses. Back-ended Interest Subsidy A 3% back-ended interest subsidy is provided to a maximum of Rs.10.00 lakhs over a period of five years on loans up to Rs.100.00 lakhs for Micro / Small /Medium Enterprises under specific schemes.

Generator Subsidy :-

Tamil Nadu government provides a subsidy of 25% of the cost of Generator upto the capacity of 320 KVA purchased on or after 11.11.2008 by all new & existing Micro, Small and Medium manufacturing enterprises for their captive use subject to a maximum amount of Rs.5.00 lakhs.

 Free Bicycle, SareeAnd Dhoti Schemes:-

Tamil Nadu Chief Minister O Panneerselvam implemented a free bicycle scheme for students of class XI, with an cost of approximate Rs 244 crore. Additionally, the government also announced a free dhoti and saree scheme

Chief Minister’s Solar Powered Green House Scheme (CMSPGHS).-  for the benefit of the poor in the rural areas and construct houses measuring about 300 square feet at a unit cost of Rs.1.80 lakh by meeting the entire cost by the State Government”. All the people living below poverty line in rural areas are eligible for Solar Powered Green Houses. Each house is built with an area of 300 square feet at a unit cost of Rs.1.80 lakh fully funded by the State Government.

Amma Master Health Checkup Scheme:-

Under the Amma Master Health Checkup scheme, tests including those for blood, urine, sugar, thyroid, screening for cholesterol, liver function, besides diagnostic investigations like ECG, and USG abdomen would be done at a very nominal fee. Now, the facility has made available at several other health institutions from earlier Rajiv Gandhi Government General Hospital (RGGGH), across the state.

Chief Minister Comprehensive Health Insurance Scheme:-

The insurance scheme launched by the state government in association with the United India Insurance Company. The scheme now covers 1.57 crore families including migrant workers and undocumented orphans. Chief Minster’s Comprehensive Health Insurance Scheme has broadened its coverage and also included 321 more medical procedures. The scheme will have more than 1,100 treatment procedures including the coverage of congenital anomalies. The government renewed the contract for four-year terms with an annual premium payment of Rs. 1,069 crores.

Smart Family Card Scheme:-

Under the scheme, about 1.89 crore ration cards in TN will be replaced by smart cards at the cost of Rs. 330 crore.

Free Set Top Box Scheme:-

The objective of the scheme is to provide high quality cable connection at affordable cost to all the households in Tamilnadu. The free set top box scheme will be operated by the government owned Tamil Nadu Arasu Cable TV Corporation (Arasu Cable).

Amma Marriage Halls:-

The halls would be let out at lower rentals specially to poor people.

Amma Mobiles:-

The scheme will help trainers at Self Help Groups of SHGs to manage their work better.20,000 women in Tamil Nadu received new mobile phones free of cost.

Amma Canteen:-

The scheme requires municipal corporations in the state to establish canteens at multiple places in cities and sell subsidised food at very low prices. The first canteens were opened in several localities of Chennai, and later in other corporations of the state.

Amma Cement Scheme:-

Amma Cement Scheme through which a 50kg bag of the building material will be sold for Rs.190 compared with the market price of Rs.320-360 per bag.

Amma Mineral Water Scheme:-

Minetal water bottle is sold for Rs. 10 under this Scheme.

Amma baby care kit:-

Another populist scheme by AIADMK government where every mother who gave birth in the government hospital gets 16 types of products worth Rs 1000 without paying a penny. This kit contains a baby towel, dress, bed, mosquito net, baby oil, soap, sanitizer, doll, medicine (for both the mother and the baby).

Amma pharmacy:-

These medical shops sell all kind of medicines – generic and branded lower.

DISTRIBUTION OF LAPTOP COMPUTER SCHEME TO STUDENTS :

The Government of Tamil Nadu is implementing the scheme of distribution of laptop computers to the students studying in Government and Government-aided schools and colleges in the state to facilitate them in acquiring better skills

 

SOME MORE SCHEMES OF GOVERNMENT FOR TRIBAL POPULATION:-

  1. Abolition of Bonded Labour System:-

Beneficiaries : SC/ST : Persons kept as bonded labour are released and rehabilitated by providing financial assistance as grant, to the tune of Rs.20,000/- Of this, a sum of Rs.1000/- each will be given immediately on relief from Bondage. Remaining (Rs.19,000/-) amount will be given for the rehabilitation through various kinds. Moreover House site pattas, houses under group housing scheme through IRDP, drinking water facility and Bank loan assistance are provided to them. Released bonded labour without any caste and creed .

  1. Social Welfare and Nutritious Meal Scheme:-

Title / Name : Accident Relief Scheme.  Prescribed form can be obtained from the Taluk Office or application in plain paper duly filled up and can be to the Tahsildar/Special Tahsildar (Social Security Scheme) (Application should be sent along with the death certificate , Postmortem Report, First Information Report (F.I.R) within six months from the date of death of the breadwinner of the family)
